Rex Heyns, an OHV user, assumes a victim mentality to advocate deliberately breaking the public law (Forum, July 28).
    Using tortured logic, he writes that: A) he is a public citizen, B) the public owns the land, therefore C) he owns the land and can decide how it is used! In short, he is the law unto himself!
    Mr. Heyns defeats his own argument, however, when he claims that lands are closed when "the only damage is dust." If that were the only damage, the lands would not be closed. In truth, there is damage to vegetation, serious erosion, streams fouled and disruption in the form of noise. His fellow lawbreakers also litter and vandalize (tear down signs, fences and breach barriers to "take back what is theirs").
    Mr. Heyns' letter proves that the only hope for controlling the destruction of public lands is to close off areas the public wants to preserve, patrol those areas and enforce significant penalties (confiscation, heavy fines) for violaters like Mr. Heyns. His arrogant, self-indulgent mentality should be called what it is: criminal.
