SOUTH LAKE TAHOE, Calif. California budget makers ruled to cut and borrow money from the Off-Highway Vehicle Division's trust fund, a completely user-generated reserve managed by the California Parks and Recreation Department and this isn't the first time.

That's exactly why Michigan voted to place all of its user created trust funds under Constitutional protection.
It sounds like California could use a similar measure.

Pat, are you saying Michigan has a Constitutional provision preventing this type of trust fund raid?
Although on a less grand scale and not directly related to OHV, Maryland is also having some issues related to trust fund transfers
What are you supposed to do when you see an "endangered" animal eating an "endangered" plant?

Don't know how I missed this for so long, but apparently I did!

Yes.  Michigan was having issues with funding transfers from a variety of accounts, so they were all lumped together and a Bill was drafted and passed that made them restricted to only the use they were intended for and wrote it right in to Michigan's Constitution.
