The Garfield County Commissioners (Glenwood Springs, CO.) have written and are proposing to the U.S. Congress for consideration and passage (we Hope) a new law that will clarify and make much more simple the RS2477 law.

Garfield County Board of County Commissioners Chair John Martin and County Attorney Frank Hutfless presented a proposed federal act to the U.S. Secretary of the Interior and the National Association of Counties in early March. The act would serve to preserve thousands of miles of rights-of-way for public use throughout the United States, including hundreds of miles in Garfield County.

This bill, if passed, would make it relatively easy for County Governments to dispute road and trail closures under the provisions of the RS2477 law. The BLM and USFS will no longer have the final say in closing many roads and trails under their jurisdictions.

This could also mean that many roads and trails already closed by the BLM and USFS could be REOPENED.

Any user of the Great American BackCountry roads and trails should support this bill by contacting Congressman Tipton (R- CO) and others who will push to make this a law. This is our best chance to REOPEN some of our already closed roads and trails and to keep others from being closed-- now and into the future.
