I found this on the Sierra National Forest site.
This appears to be something that every forest manager has to maintain, and publish. This is done quarterly for the seperate National Forests. This report lists all actions that are planned for the forest in question.
When I looked at the one for the Sierra National Forest, it even lists the request for the permit for the Cal4Wheel and other 4X4 evetns in the forest.
So, there is good info here, and will give you a general idea of what the forest service is planning on completing in your favorite forest.
The ones for the California forest are easy to find. The ones I looked at in other states forests, they had them buried, and hard to find. They should all be listed under the "Plans and Projects" area though.

In addition, the public may submit proposals for various uses such as rights-of-way, land exchanges, and recreational events. The Schedule of Proposed Actions provides a list of proposals that will begin or are undergoing environmental analysis and documentation so that people can become aware of and indicate their interest in specific proposals.
The Schedule of Proposed Actions includes proposals whose decisions are expected to be documented in a Decision Memo, Decision Notice, or Record of Decision, pursuant to the National Environmental Policy Act (NEPA) and agency direction.
The Schedule of Proposed Actions is published in January, April, July, and October. It contains the best available information at that time. Proposals that start and finish before the next schedule is produced will be listed in the next schedule as Completed.
