Adopt a road guidlines?

Is there a set of FS guidlines or some set of guidence/instructions I can point a district ranger to in an effort to adopt a road? My club president is pushing to retain an essentially illegal set of roads that she and her cronies created over the past few years. Now she wants to adopt those entire areas to ensure they are kept in the new legal road map. In her conversations with the FS district, they apparently don't know anything about road adoption and neither does she. Can we point them to their own rules or instructions or whatever? Failing that can someone suggest how we can try ti create this process in at least one district?

That is for trail funding, and some other info.
What state is this in?
Some state organizations have ways that they will donate money to groups or clubs that are doing trail work.
Cal4Wheel does, and you have to apply for it like two months out for trail work funds.
