I now I have read about Capitol gatherings of Full-size 4x4, just don't recall who??
I'm thinking IN, IL, WI, or perhaps it was elsewhere in the US?

Great Lakes is currently discussing how this might be organized with a trip to Lansing.  No need to reinvent the event if other Associations have the basics worked and would be willing to discuss what works and what doesn't.

Washington state OHV Alliance did a event in Olympia a couple of months ago.

Cal4Wheel has a day in Sacramento, but this one is organized with CLORV (California League of Off-Road Voters).
CLORV has a web site, and the Washington Association does to.

I am sure others have done it also, and hopefully they will post up. 
Maybe something to bring up at Convention about building a lessons learned from the groups that have done a ralley, and what they did right.
